THE VILLAGES, Fla. -- Wisconsin Rep. Paul Ryan wrapped his first solo tour as Mitt Romney's running mate at the famous retirement community here Saturday, taking his message of Medicare reform to seniors in a crucial swing state.

Standing between two signs that read "Protect and Strengthen Medicare," Ryan made the most personal case for overhauling Medicare yet during his time on the campaign trail. With his mother, 78-year-old Betty Ryan Douglas, standing near him on the stage, Ryan discussed how the Medicare program has played a role in his own family's life.

"Like a lot of Americans, when I think of Medicare, it's not just a program. It's not just a bunch of numbers. It's what my mom relies on. It's what my grandma had," Ryan said. He told of how is grandmother was diagnosed with Alzheimer's Disease and moved into his mother's home when he was in high school. "Medicare was there for our family, for my grandma, when we needed it then. And Medicare is there for my mom while she needs it now and we have to keep that guarantee."

With the Ryan pick, Democrats see an opportunity to use the plan against him to win the state heavy with seniors.

During his battleground state tour this week, Ryan has addressed Medicare a handful of times, but never at such lengths at a public event. Ryan, whose premium support plan would be optional and does not apply to current retirees, argued that the changes made to the payment structure of Medicare under President Obama's 2010 health care law would restrict choices for seniors currently in the system. In the health care law, Obama planned to use the savings from restructuring part of Medicare to pay for the new law.

"Medicare should not be used as a piggy bank for Obamacare," Ryan said. "Medicare should be the promise that it made to our current seniors period end of story."

Without referring to it by name, Ryan pointed to the Independent Patient Advisory Board, a 15-member federal agency established under Obama's health care law to reign in health care costs, leading conservatives to argue that it would encourage rationing. Just as with Medicare, Ryan made his opposition to the proposal a personal case.

"We will make sure this board of bureaucrats will not mess with my mom's health care or your mom's health care," he said.

A spokesman from the Obama's campaign responded Saturday, alleging that "a detailed debate" over Medicare reform would be "suicidal" for the Republican ticket.

"Mitt Romney and Paul Ryan know a detailed debate about their Medicare voucher plan is politically 'suicidal' so they're not telling the truth about its impact on current seniors. Congressman Ryan didn't tell seniors in Florida today that if he had his way, seniors would face higher Medicare premiums and prescription drug costs, and would be forced to pay out of pocket for preventive care," said campaign spokesman Danny Kanner in a statement. "He didn't say that they'd turn Medicare into a voucher system, ending the Medicare guarantee and raising costs by $6,400 a year for seniors.? And he certainly didn't say that they'd do it all to pay for tax cuts for millionaires and billionaires. But those are the facts, and the 'substantive' debate he claims they want requires Romney and Ryan to be honest about them."

The decision to send Ryan to a retirement community in Florida to defend his plan suggests that Medicare will likely remain a major part of the campaign debate, one that both Republicans and Democrats appear confident they can win.

(AP) ? Tight school budgets have meant fewer teachers, larger classes and shorter school years, according to a White House report that President Barack Obama says shows the need for Congress to pass his proposals to help states reduce teacher layoffs.

The study concluded that 300,000 education jobs have been lost since the official end of the recession in 2009 and that student-to-teacher ratios have increased by 4.6 percent from 2008 to 2010 and are on track to grow more.

"If we want America to lead in the 21st century, nothing is more important than giving everyone the best education possible ? from the day they start preschool to the day they start their career," Obama said in his weekly radio and Internet address Saturday.

For Obama, the report offered a fresh chance to push a nearly year-old jobs plan he proposed that provided money for states to keep teachers, police officers and firefighters on the job. The proposal included payroll tax cuts and jobless insurance provisions that Congress has passed. But other proposals in the plan have run aground amid mostly Republican opposition.

Obama is pressing Congress to act, part of an election-year strategy to portray Republicans as obstructionists. Republicans have proposed their own measures, but they have not advanced in the Democratic-controlled Senate. The partisanship has created a stalemate that Obama has tried to exploit during his re-election campaign.

While the private sector has continued to create jobs, though at a sluggish pace, the public sector has been posting monthly job losses, contributing to an 8.3 percent unemployment rate.

Obama's plan includes $25 billion in aid to prevent layoffs of teacher and pay for other education jobs. That is part of a broader effort to retain state and local government jobs.

The White House report was not a product of the Education Department. It was prepared by the president's Council of Economic Advisers, his Domestic Policy Council and his National Economic Council.

According to the report, average student-to-teacher ratios reached a low of 15.3 in 2008 but climbed to 16 students per teacher in 2010, equal to levels in 2000. The report acknowledges that typical class sizes are actually larger than those ratios because the measures include teachers for students with disabilities and other special teachers who are excluded from class size counts. It said that in many districts, class size is much higher because of steeper cuts in education budgets.

The report says that since the fall of 2010, local governments have cut about 150,000 more education jobs.

In the address, Obama said a House Republican budget would make conditions worse because it would cut further into education spending to help pay for new tax cuts for the wealthy.

"That's backwards," he said. "That's wrong. That plan doesn't invest in our future; it undercuts our future."

That's an argument Obama has been making on the campaign trail against Republican rival Mitt Romney and his running mate, Paul Ryan, the author of the House budget.

In the Republican address, Rep. Vicky Hartzler of Missouri criticized Democrats and the president for Congress' failure to restore disaster programs for farmers suffering from the worst drought in 25 years.

"A lot was riding on this bill, but the Senate, a body controlled by the president's party, left Washington for the month of August without even bringing it to a vote," she said. "The president has seen fit to politicize this issue, but the fact is he didn't urge the Senate to act."

The legislation was all the Republican-controlled House could pass amid Republican divisions over farm subsidies and food stamps in a broader food and farm policy bill. The Senate would not act on the pared-down bill, insisting that Congress consider a full five-year extension of the farm legislation with 80 percent of it, or about $400 billion, devoted to food stamps.

TEMPE, Ariz. (AP) ? Arizona Cardinals starting left tackle Levi Brown has a torn right triceps and probably will not play this season.

Coach Ken Whisenhunt revealed the extent of the injury at his Saturday news conference, saying the five-year starter will require surgery, with an anticipated recovery time that would approach the end of the season.

The 6-foot-6, 324-pound Brown was injured in the first half of Arizona's 31-27 preseason victory over the Oakland Raiders on Friday night.

Whisenhunt said D'Anthony Batiste and D.J. Young were candidates to take Brown's spot, and that the team would keep an eye out for players who could become available as other teams make roster moves.

"We're looking at what could become available over the next couple of weeks and we'll shuffle some guys around," Whisenhunt said.

Batiste, entering his seventh NFL season, had been playing mostly at right tackle in training camp. Young, an undrafted rookie free agent a year ago, had been listed second on the depth chart behind Brown. Nate Potter, a seventh-round draft pick out of Boise State, was third on the depth chart at left tackle.

But none are great options at arguably the most important position on an offensive line that already had been considered one of the biggest question marks on the team.

Brown, Arizona's first-round draft pick out of Penn State in 2007, was released by the team March 13 because the Cardinals didn't want the $17.5 million salary cap hit it would have taken had the Cardinals kept him. But just three days later, Brown re-signed on a five-year, $30 million deal with $12 million guaranteed.

The first significant injury to hit the Cardinals in the preseason comes as the line tries to protect Kevin Kolb and John Skelton while the two quarterbacks vie for the starting job. Kolb started Friday night's game and Skelton took only five snaps, one of them just to go to the knee to end the first half.

Kolb was 3 for 3 as the team drove for a touchdown on its first possession following a long punt return by Patrick Peterson. But Kolb later was sacked three times and called for intentional grounding. One of the sacks, by Oakland's Tommy Kelly, was in the end zone for a safety.

Kelly ripped Kolb after the game, accusing him of being "skittish" and "scared."

The usually low-key Kolb was indignant, to say the least, when asked about Kelly's comments.

"Scared? Scared of what?" Kolb told azcentral.com on Saturday. "Taking a hit? I have never been afraid of anyone on the field and that will never change. That includes No. 93 (Kelly). There's a fine line between holding in the pocket and trying to escape to make a play. Tommy Kelly is too clueless to know the difference. I don't mind people criticizing my play. Don't ever question my toughness."

Skelton, who threw a 3-yard touchdown pass to Anthony Sherman in his brief time on the field, will start Thursday's game at Tennessee as the two quarterbacks rotate in the starting role until Whisenhunt makes his decision.

Whisenhunt said he saw considerable improvement from his team against Oakland, in the Cardinals' first home game, after losses to New Orleans in the Hall of Fame game and at Kansas City.

The Raiders game featured the return of Ryan Williams, the dynamic running back who missed all of his rookie season a year ago with a torn patella tendon. Williams rushed for 25 yards on five carries, including a 15-yarder that set up his 3-yard touchdown run on Arizona's first possession.

ScienceDaily (Aug. 17, 2012) ? An economically feasible way to store solar energy in existing residential power networks is the subject of an award winning paper written by two Virginia Tech electrical engineers and presented at an international conference.

Reza Arghandeh of Blacksburg, Va., a doctoral candidate in the Bradley Department of Electrical and Computer Engineering at Virginia Tech, won the best student paper award at the 20th International Conference on Nuclear Engineering, held in conjunction with the American Society of Mechanical Engineering Power 2012 Conference at Anaheim, Calif.. His advisor is Robert Broadwater, professor of electrical and computer engineering, who specializes in electric power system analysis and design.

In their paper, they acknowledge that solar energy resources are "intermittent, seasonal, and non-dispatchable." However, the current national climate with its deregulation policies, electricity tariffs, control strategies and demand management are "significant tools for flexible and resilient operation of power systems with photovoltaic adoption levels," Arghandeh argued.

"Selling the household generated electricity into the electric energy market and the storage of electricity in storage systems and demand control systems provide a variety of economic opportunities for customers and utility companies to use more renewable resources," he added.

Some residential houses are already doing just this -- selling power back to an electrical distribution industry. But Arghandeh and Broadwater's work provides an optimization algorithm for a Distributed Energy Storage (DES) system on a broad scale. The system they developed presents a fleet of batteries connected to distribution transformers. The storage system can then be used for withholding distributed photovoltaic power before it is bid to market, Arghandeh explained.

"Withholding distributed photovoltaic power, probably gained from rooftop panels, represents a gaming method to realize higher revenues due to the time varying cost of electricity," he said.

Arghandeh is referring to the peak usage of energy systems such as the early evening hours when families return home from school and from work versus the low usage times that occur in the early morning hours when most households are asleep. "The distributed photovoltaic power adoption can be controlled with the help of real-time electricity price and load profile," he confirmed.

Today's power systems are moving towards a smart grid concept to improve their efficiencies, reliability, economics, and sustainability. Arhhandeh and Broadwater want to make sure that solar technologies are integrated with the existing technologies like energy storage and control systems.

Specifically, the distributed energy storage system computation they devised is called a discrete ascent optimal programming approach. It insures convergence of the various power systems after a finite number of computational iterations. A solution determined by using their approach depends upon the day ahead forecast of load variation, market prices, and photovoltaic generation.

The output of their optimization algorithm is a distributed energy storage charging and discharging schedule with maximized operation benefits.
