The idea is this, during Stalin's reign there was a wizarding school built before, and fearing the power, Stalin took control of it, and used it to reinforce his ideology aggressively. This gave him loyal and willing kids imbued with magic. Sedition is swiftly eliminated by those loyal to Communism. A minority of youth oppose this quietly, but none know of each other and there is no great movement.

The roleplay would play out with equal number of supporters and rebels. Of course most NPCs are loyal to Stalin.

Now magic is controlled strictly and often used to punish and there are often tests of loyalty.

This is Soviet Russia and as far as those who hate ideology know, they're alone and must stay quiet.
