Samsung announces the Galaxy Tab 3, 7-inches of mid-range tablet

Styled like the Galaxy Note 8.0, the Galaxy Tab 3 has more than a whiff of the mid-range about it

Samsung has pulled the wraps off their latest addition to the Galaxy Tab range with this, the new Galaxy Tab 3. This particular tablet is the 7-inch version, which will launch in a WiFi only flavor at the beginning of May. A 3G-enabled sibling will then follow in June. 

The styling follows on very much from the larger, Galaxy Note 8.0, continuing Samsung's new theme of adding their traditional three button setup to their tablet devices. Software wise we're looking at Android 4.1 Jelly Bean with the usual Touchwiz overlay, but on the hardware front things are distinctly mid-range. 

Powering the Galaxy Tab 3 is a 1.2GHz dual-core processor and 1GB of RAM, on top of 8GB or 16GB of on board storage. This being Samsung though, storage is expandable by way of microSD card. The display is somewhat disappointing, with the Tab 3 sporting a resolution of just 1024x600. The cameras too are on the low end of things, with a 3MP rear shooter accompanied by a 1.3MP front facer. 

All this adds up to what should be a keenly priced tablet. Its predecessor has been retailing at Nexus 7 money for some time now. But, without a glaring jump in either hardware or software, it's difficult to think of a compelling reason to take the new Galaxy Tab 3 over the year old Nexus 7. Samsung brand power might come into play a little with this one. No pricing has been announced at this time and for the full press release, be sure to click on past the break.

Group warns habitat designation could lead to plant's extinction

An environmental group has warned that a federal agency's plan to designate 98.4 acres as critical habitat for an endangered plant in western Riverside County is inadequate and could result in the extinction of the species.

In response to a lawsuit by the Center for Biological Diversity, the U.S. Fish and Wildlife Service earlier this month designated the small area just west of Lake Elsinore as critical habitat for Munz's onion.

The wildlife agency also rejected the center's request for it to protect habitat for the endangered San Jacinto Valley crownscale, which inhabits portions of the San Jacinto River flood plain near Hemet.

Both plants are threatened by habitat loss due to development, agricultural activities, off-road vehicle use, livestock grazing and clay mining, said Ileene Anderson, a biologist with the biological diversity group.

"Because of their tiny ranges and the development pressure there," Anderson said, "these rare plants could be lost to extinction if they don't have more critical habitat than this."

The Fish and Wildlife Service determined that additional critical habitat was not needed because much of the plants' historic range is within the boundaries of areas already proposed for protection under Western Riverside County's multiple-species habitat conservation plan.

But Anderson pointed out that in 2011, 89 acres of crownscale habitat was bulldozed to create artificial duck ponds within the boundaries of a conservation easement established under the multiple-species habitat conservation plan.

Munz's onion, a perennial bulb with bright white flowers, requires heavy clay soils that retain water.

San Jacinto Valley crownscale is a small scrubby plant with shiny grayish leaves. It is relegated to highly alkaline clay soils in flood plains.

"Western Riverside County is the only place on the planet where these plants are found and they are part of our natural heritage," Anderson said. "Their plight embodies the problems with the ecological health of the region."

(AP) ? In the very moments Italy's new coalition government was being sworn in, ending months of political paralysis in a country hoping to revive a bleak economy, a middle-aged unemployed bricklayer opened fire Sunday in the square outside the premier's office, seriously wounding two policemen, authorities said.

The alleged gunman from Calabria, a southern region plagued by joblessness and organized crime, told investigators he wanted to shoot politicians. But finding none in the square, he instead shot at Carabinieri paramilitary police.

A bullet pierced one of the policemen in the neck, passing through his spinal column, doctors said, adding it wasn't yet known if the 50-year-old officer would have any paralysis. The other one was shot in the leg and suffered a fracture.

The newly sworn in interior minister, Angelino Alfano, said a preliminary investigation indicated the shooting, which also slightly injured a pregnant bystander, amounted to a "tragic criminal gesture of a 49-year-old unemployed" man.

But the shooting was also a violent expression of social tensions in Italy, where unemployment is soaring, an increasing number of businesses are shutting their doors permanently and new political corruption scandals make headlines nearly every day.

Politicians described the attack as a disturbing call to fix Italy's economy.

"From what we understand, it's mainly personal problems, work, personal debts" that fueled the gunman's attack, said Guglielmo Epifani, a top official in Premier Enrico Letta's center-left Democratic Party.

Epifani said in a state TV interview that while the financial crisis has caused some to commit suicide, "this is the first time someone shoots to kill" someone else "in a place filled with innocent people."

"The symbolism is there," he said. The political world "must highlight its responsibility during the crisis before the country," he said.

In brief comments to reporters after paying a hospital visit to the more seriously wounded policeman, Letta said, "it is a moment in which each must do one's own duty."

The 46-year-old Letta will speak to Parliament on Monday, laying out his strategy to reduce joblessness while still sticking to the austerity measures needed to keep the eurozone's No. 3 economy from descending into a sovereign debt crisis. He will then face confidence votes needed to confirm his government.

Prosecutors identified the gunman as Luigi Preiti. Jobless, with a broken marriage and reportedly burdened by gambling debts he couldn't pay, Preiti had recently returned from Italy's affluent north, where he could no longer find work. He moved into his parents' home in Rosarno, a bleak Calabrian farm town where unemployment was already endemic before the last years of stagnation and recession sent youth unemployment soaring to nearly 40 percent nationwide.

His intended target was politicians, but with none in the square, he shot at the Carabinieri paramilitary police, Rome Prosecutor Pierfilippo Laviani told reporters, citing what he said Preiti told him when he questioned him.

Preiti, who was taken to the hospital for bruises, confessed to the shooting and didn't appear mentally unbalanced, Laviani said.

"He is a man full of problems, who lost his job, who lost everything," the prosecutor said. "He was desperate."

Mired in recession and suffering from soaring unemployment, Italy had been in political deadlock since an inconclusive February election. Social and political tensions have been running high among voters divided among a center-left bloc, conservative parties and an anti-establishment protest movement, which capitalized on public disgust with politicians to become Parliament's No. 3 force in its first national election bid.

The leader of the protest 5 Star Movement, comedian-turned-politician Beppe Grillo, has been criticized for inflammatory statements in the past, including saying during a campaign rally that the Parliament building could be a bombing target. He incessantly derides mainstream politicians as the root of Italy's ills.

"Words thrown like stones can become bullets," Rome's right-wing mayor, Gianni Alemanno, said after the shooting.

Grillo swiftly moved to distance what he describes as a grass-roots political movement from any calls to violence.

"The movement isn't at all violent," Grillo said.

Sunday was supposed to be a hopeful day with a new government, which, only a day earlier, was forged out of two bitter political enemies. Letta's forces, with strong roots in a former Communist party as well as centrist Christian Democrats, and media mogul Silvio Berlusconi's center-right bloc had agreed after days of negotiations to a kind of truce coalition intent on economic, political and electoral reform.

Then the sound of shots pierced the happy chatter in Piazza Colonna, near a busy shopping street shortly just as Letta and his new ministers were taking their oaths at the sumptuous hall of the Quirinal presidential palace, about a kilometer (half mile) away.

Sky TG24 TV and RAI state TV each showed a split screen, on one side, the chaos of panicked people fleeing the square; on the other side, smiling ministers taking the oath of office to work for the good of the nation.

"When I heard the first shot, I turned around and saw a man standing there, some 15 meters (50 feet) away from me. He held his arm out and I saw him fire another five, six shots," AP Television cameraman Fanuel Morelli, who was amazed at what appeared to be the man's deliberate calm, said. "He was firing at the second Carabiniere, who was about 4 meters (13 feet) in front of him."

The gunman was immediately wrestled to the ground by police outside Chigi Palace, which houses the premier's office. The new ministers arrived at the premier's office about 90 minutes later, for their first Cabinet meeting, some of them coming by foot as a way to reassure the public the area was safe.

The shooting panicked tourists and locals in the square on a rare sunny day at the end of a four-day holiday weekend.

A video surveillance camera on the Parliament building caught the attacker on film just before and during the shooting, Italian news reports said. In the film, the shooter is seen walking at a steady pace along a narrow street that leads from near Parliament's lower house to the edge of Colonna Square, where police officers appear to have stopped him to ask where he was going. Shortly after that, the man begins firing, the surveillance camera showed, according to the reports.

Alfano said Preiti wanted to kill himself after the shooting, but ran out of bullets. He said six shots were fired in all. Laviani said the assailant had obtained his weapons on the black market. Sky reported that Preiti had taken a train to Rome from Calabria on Saturday, and that police found his car parked at a southern train station.

The interior minister said security was immediately stepped up near key venues in the Italian capital, but added authorities were not worried about possible related attacks.

"Our initial investigation indicates the incident is due to an isolated gesture, although further investigations are being carried out," he said.

The ministers were kept briefly inside for security reasons until it was clear there was no immediate danger.

Preiti's uncle, interviewed by Sky, said the alleged gunman had moved back to his parents' home in Calabria because he could no longer find work as a bricklayer. "He was a great worker. He could build a house from top to bottom," the uncle, Domenco Preiti, said.

The shooting revived ugly memories of the 1970s and 1980s in Italy, when domestic terrorism plagued the country during a time of high political tension between right-wing and left-wing blocs.

President Barack Obama wished the new Italian government well. The White House press office said Obama was looking forward to working closely with Letta's government "to promote trade, jobs, and growth on both sides of the Atlantic and tackle today's complex security challenges."

There was no direct reference to the shooting in the White House statement.

Trying to renew Italy's largely discredited political class, Letta brought many political newcomers into his Cabinet, including an eye surgeon who is a Congo native, and now is Italy's first black minister, in charge of integration issues involving the growing immigrant population.

But the new premier also sought to reassure European central bankers and EU officials anxious that his government will stay the austerity course set by Mario Monti, who replaced Berlusconi in 2011 to save Italy from sliding deeper into the sovereign debt crisis. Letta picked the Italian central bank's director general, who formerly worked at the International Monetary Fund, to hold the crucial economy ministry.

While the coalition's bitter rival blocs might be enjoying a truce, relations could deteriorate. Berlusconi has insisted that the government's first act should be undoing a highly unpopular property tax Monti established to help the state's coffers.

Alaska ferries lose nature experts to budget cuts

JUNEAU, Alaska (AP) ? As the sun creeps into the sleeping quarters of the Tustumena, passengers who take a second to look out the window wake up to volcanic topography, sky blue lakes and wildlife that looks extraterrestrial even to most Alaskans.

That ethereal experience only lasts a few seconds; the berth's stripped-down bunk beds and dreary wallpaper quickly remind passengers they are sailing on a ferry that is almost 50 years old.

Having a ship that's a vestige of another era, however, does offer one small perk: During the summer, a handful of vessels have a nature expert on board who teaches passengers about the stunning local scenery and animals.

Alaska's state-owned ferries ? which shuttle residents and tourists between remote towns on the coasts of Washington state, Canada and Alaska ? are scaling back costs by getting rid of the naturalist program on all but one of the 11-ship fleet this year.

State officials say the program may eventually be brought back, but for now, the plan is to replace them with computerized equipment and brochures on the so-called Alaska Marine Highway System, which celebrates its 50th anniversary this year.

In light of Alaska's declining revenues and an unclear financial future, the state's various departments were asked to bring expenses down by eliminating items that do not affect core functions.

Naturalists, who are hired and paid by the U.S. Forest Service or the U.S. Fish and Wildlife Service, make about $22,000 a season. The state provides them free room and board on the ferry, which costs about $5,000 per year, per ship, according to Jeremy Woodrow, a spokesman for the Alaska Department of Transportation, the department responsible for the ferry system.

"The core purpose of the marine highway system really is providing transportation as a highway," Woodrow said.

The Marine Highway system is an aging, bare-boned necessity. Only four of the 11 ships in the fleet were built after 1980, but they remain a crucial link connecting the state's coastal cities to the rest of the world. The only way to reach Alaska's capital, Juneau, for instance, is to fly or take a ferry. There are no roads in or out of the rugged terrain.

Many of the ferries' passengers are Alaska residents shuttling from town to town or back from the mainland. But the trips also draw adventuresome tourists looking for an off-the-beaten-path vacation.

The naturalists, called "interpreters," are a valuable tool for tourists and residents because staff members don't have time to play tour guide, according to Doug Stuart, who served as the Tustumena's naturalist for over a decade.

Stuart, 71, is now out of work for the first summer in 12 years. He gets social security, but does odd jobs in the winter to supplement his income. Without the money from the naturalist job, Stuart and his wife are selling their big house in town with a mortgage ? where they currently live together after raising five children there? and moving to a smaller one on the outskirts of town that he's been building for the last few years.

Erin Kirkland, the publisher of AKontheGO.com, a website dedicated to family travel and outdoor activities in Alaska, said she is sad to see the naturalists go because a lot more tourists are starting to take the ferries instead of cruise ships. She and her family also enjoy the interpreters when they take the ferries.

"They have all the maps. They've got all the information about the communities you're headed to, the national forests, the national parks, and they will offer very insightful information," she said. "It's just a really nice fit."

Interpreter programs on many ships began disappearing when funding from the federal government became less certain, Woodrow said.

Without knowing for sure whether the federal government would be able to pay for interpreters in the future, the Department of Transportation is now hesitant to sign a contract to rent out a room for them.

That's space that could be used to transport Alaska's tourists and in-state travelers, the department said.

This summer will be the first time in 23 years that the Tustumena doesn't have a naturalist on board, according to U.S. Fish and Wildlife Service official Larry Bell.

It's a loss for tourists because the state ferry system is the one of the few ways to see the Aleutian Islands. Cruise ships mostly travel southeast Alaska, with some venturing to Anchorage and Kodiak.

"I'm really befuddled, because to save a few bucks on what they pay for me to ride and do all the work for the passengers is eventually going to bite them," Stuart said. "I'm afraid that the state of Alaska is going to be hurt a little more deeply than just not getting ferry revenues. I think people just might not come to Alaska if they really wanted to do a ferry trip."

Living with Google Glass, Day Three: Security Checkpoint

You might be inclined to think that airport security is not the best place to wear Google Glass. You'd probably be right, but given the amount that I travel it was pretty-well inevitable that I'd cross through some security checkpoint before the course of this testing would be through.

I'm honored to be part of the X-Prize Visioneering conference this week, a gathering of incredible minds putting their considerable brainpower behind the creation of competitions to make the world a better place. But, to take part I'd have to get out to California, and that meant yet another long flight across the country -- and another trip through the full-body scanner. The question is, how would the folks at airport security react to it?

Speaking at a conference in London, Mr Hunt said that patients are too often put at risk because information is not properly passed around the healthcare system.

He said that most NHS users would be ?astonished? that their information does not regularly pass between GPs and hospitals and that patient safety could not be improved unless this situation changed.

Mr Hunt said that none of the big challenges facing the NHS can be resolved unless the health service becomes ?more ambitious and enlightened? about sharing information.

Speaking at the Delivering a Paperless NHS conference in London, Mr Hunt said: ?Most NHS users would be astonished that information doesn?t flow around the system. In many hospitals the IT systems aren?t even linked within a hospital, let alone between hospitals and other parts of the health economy. That?s I?m afraid a fairly normal situation across the country. Eleven people died last year in the NHS from being given the wrong medication.?

Mr Hunt said that gaps in information put patients at risk. Improving them was ?a really important part of the compassionate care agenda, the safety agenda, the integration agenda,? he said.

In the speech, he said: ?A few weeks ago I was in the A&E department at Watford and they admitted a lady there with late-stage dementia from a care home. I was completely shocked to see that they knew absolutely nothing about her. She was wasn?t able to speak and she had bruises all over her face but they didn?t know for example whether that was her normal state not to be able to speak or whether that was a result of her fall , they didn?t have her medication, medical history, anything like that.

Mr Hunt also announced that the Government has agreed that patients should be allowed to opt out of a national data base holding their information.

He told the conference that there must be ?proper? safeguards in place to protect patients? personal information.

Mr Hunt said: ?That?s why I have agreed that GPs will not share information about what?s on people?s GP records with the Health and Social Care Information Centre if people object. There will be some overrides but only in situations like a public health emergency or in life or death situations or child abuse.

?Essentially, people will have a veto on that information being shared in the wider system.?

Mr Hunt?s comments followed the publication of Dame Fiona Caldicott?s review into how NHS data is handled.

Dame Fiona highlighted a number of problems about the way information is handled within the health and social care system in England.

Her report says that people?s lack of access to their own records causes ?great frustration?.

She recommended that all letters, emails, and other communications that health and social care teams make regarding a patient?s care should be replicated for the patient.

The report also says that some NHS managers are ?unduly restrictive? with information for fear that their organisation will be fined for breaching data protection laws.

Mr Hunt has previously set out ambitions to make the NHS ?paperless? within the next five years.

He also said that GPs should make patient records available online by 2015.

Samsung's official Q1 earnings show $6.4 billion in net profit

Samsung Electronics has released its Q1 2013 numbers and as it predicted a few weeks ago, business continues to boom. Operating profits are 8.78 trillion won as predicted, while net profit is up to 7.15 trillion won ($6.4 billion), up sharply from the same quarter last year when its net profit was 5.50 trillion won. Last year at this time we were still anticipating details on the Galaxy S III, but this time around Samsung is on the eve of its worldwide launch for the Galaxy S 4, which should push sales even higher. According to the documents, it's maintained a "steady pace" for Galaxy S III sales, while Note II sales increased and the Tab2 series increased momentum. The news isn't as good for PCs, shipments decreased due to weak demand. earnings in its TV business were also down from last quarter, blamed on the same lower overall market demand noted by LG in its earnings.

While analysts asked the questions w'ed like to hear more about on the earnings call -- software updates to Android phones, the future of Tizen -- the responses were predictably bland. Samsung did mention it plans to push Android updates to customers faster than the competition, a trend that hopefully catches on. Razer's new Comms open beta may just give players a chance to stay in touch without those rude interruptions. The Windows app provides the obligatory home for group voice and text chat, but its real standout is an optional on-screen game overlay that will keep the conversation going, either with a full window or a minimalist ticker that shows who's speaking. Razer's war on lag persists here, as well: Comms' servers reportedly minimize delays and hiccups in the heat of battle. Not everyone will need the beta when many games already have chat baked in. Those that want a more consistent experience, however, can give Comms a spin today.

Such are the judgment calls local officials, jittery after the Boston Marathon bombings, are being forced to make.

The El Monte Police Department, in suburban Los Angeles, received 911 calls at 10:37 a.m. and 10:45 a.m. from payphones about a mile apart in the center of city, said Sgt. Roger Cobian, a spokesman for the department.

"The caller in each said there were bombs at both Cal State LA and 'Cal State Berkeley,'" Cobian said. The department informed officials at California State University, Los Angeles, and the University of California, Berkeley, of the threats, and the investigation was turned over to the Los Angeles Police Department.

Cobian said the department believes the same person made both calls and that the person was likely male.

Cal State LA's president decided to evacuate the campus as a precaution at about noon. A bomb squad was dispatched, but nothing was found and the search was called off at about 2:30 p.m., LAPD spokesman Richard French said.

About 350 miles away, in the San Francisco Bay Area, UC Berkeley officials decided the threat was "pretty low risk," said Lt. Eric Tejada, a spokesman for the campus police department. Officers conducted some searches of the campus but chose not to evacuate.

Cal State LA has about 20,000 students, though most aren't full-time.

Jon Beaupre, a journalism professor at Cal State LA, said the fire alarm went off at 12:15 p.m. in the middle of his lecture and the class followed normal evacuation procedures. When students arrived outside, they were told there was a bomb scare and the entire campus was being evacuated.

"That led to a mad dash, grabbing bags to get people out of here," Beaupre said.

Beaupre spoke by telephone to The Associated Press while driving in his car and trying to maneuver through heavy traffic. He described a half dozen police cars around campus and a sheriff's helicopter circling overhead.

"Apparently we can get people out of the buildings, but getting traffic away from campus is not easy," Beaupre said.

Two high schools also share Cal State LA's campus, and Beaupre said about 60 students could be seen milling around on a street corner after the evacuation.

Beaupre estimated that the evacuation involved about 8,000 students.
